CC-02. First 3 review questions
이 항목에서 하는 일
- 이 항목은 Color cosmetics 제품을 3개의 핵심 질문으로 빠르게 가르는 단계입니다.
- Health Canada는 제품 분류(classification)가 규제 절차의 첫 단계라고 안내하므로, 여기서는 형태보다 purpose(목적)와 representation(표현 방식)을 먼저 봅니다.
왜 중요한가
- Color cosmetics는 대부분 cosmetic이지만, SPF 표기(메이크업 포함) 또는 치료성 표현이 들어가면 cosmetic이 아닌 방향으로 분류될 수 있습니다.
- Health Canada examples 페이지는 이 경계 사례를 명확히 제시합니다.
무엇을 확인할 것인가
- 제품의 주목적이 coverage/finish/colour 등 appearance(외관 연출)인가?
- SPF, sunblock, sunscreen 같은 “sun protection representation”이 있는가? (메이크업 포함)
- acne treatment, skin whitener/lightener 등 not considered cosmetics 예시에 해당하는 표현이 있는가?
- 이 3개 중 2개 이상이 해당되면, CC-03에서 바로 go로 판단하지 말고 CC-04/CC-05 또는 8번 탭으로 이동하는 것이 안전합니다.
비슷해 보여도 여기서 멈추고 다시 봐야 하는 경우
- 아래에 해당하면 바로 “Likely Cosmetic”으로 두지 말고, 먼저 claim/분류 재검토가 필요합니다.
